Any conclusion on the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the original conclusions, order, or final decision subsequent reconsideration shall be produced by the appeals board instead of by a hearing officer and shall be in composing, signed by a greater part in the appeals
